I just noticed that, in Japanese rules, all dames must be filled to conjfirm
the territory before scoring.

See the example Diagram 15. in
Commentary on Article 8, Territory
4. Filling in the dame to confirm territory
So, with Japanese rules, we have to fill all the dames before the end of the
game.

Professional players in Japan fill dame BEFORE the passes (not in
the record, though).

But I think in pro games it is not unusual to fill dame after 2 consecutive
passes.

It seems a lot of people still don't fill dame, though. I looked at some
recent games on gobase, and even pros don't do it apparently:

KGS players usually don't do it either.

In pro game records the dame filling moves are often left out of the
record,
since they don't add anything. The actual games are played until all dame
are filled.
