I've got a solution.

The Maxtor OneTouch 4 Mini external HDD needs more power than can be
provided by my Desktop USB ports can provide.

I've bought a D-Link 7 port Hi Speed USB hub (DUB-H7) and plugged the
Maxtor into it and it works fine. The hub has AC power connected to
it.

Thanks for all your replies. I hope this info is useful to someone
else with the same issue.
