Windows XP and 7 setup disks only have basic partition managers built
in.

I would install windows XP on the 80GB hard drive, and do nothing with
the second hard drive.  Once you are in windows:

START
RUN
diskmgmt.msc

Once there try to delete all the partitions on the secondary hard
drive and group them as one, once that is done you can Install Windows
7 and everything should work correctly.
