I have seen similar problems when there are a lot if services/globally
run applications which initialize and run before logging in. And, if
you wait a few minutes from the time of the log in screen showing up
and actually loggin in then the problem does not occur.

Also, you did not indicate which OS version you are running 95/98/ME/
2000/XP/Vista/7. Which? Could make a difference as to what the problem
actually is.
