What happens if you click on start, run; and fill in the following (it is all one line from the first double quote to the last small s (where 'WINDOWS' is your windows directory (which could be WinNT or Win depending upon how it was installed) and click OK: "C:\WINDOWS\system32\rundll32.exe" C:\WINDOWS \system32\shell32.dll,Control_RunDLL "C:\WINDOWS \system32\appwiz.cpl",Add or Remove Programs
Also, what version are you running XP Home, or Professional; Vista (which flavor); Windows 7; what?
