Well if it was working fine on the old operating system then its probably the driver's problem, try to look for an alternative driver, check the HP site and try google to find other people who faced the same problem, you'll probably find a solution, or some way to get around the problem. you should aslo should get the wireless card's name as a start, and search if it has problems with the windows 7 driver. And btw, did you use the HP's driver, or the windows 7 driver?
