First, that works out to roughly 690 K Byte down and 116 K Byte up.
This means with 100 users and an average 10 KB payload (which is
very easy to have when you have forms and the like getting sent) it
means that if they were simultaneous it would take approx 9 seconds
for those 100 users to get all of their data - very slow indeed.

So, what does the Business account get you with your cable
operator. Does it get you balanced up/down speeds (where the
upload speed is the same as the download speed)? And presuming
that it is the same then using the above data it would be roughly
1.3 second for the 100 users - still it is much better but still not
under the 1 sec. timeframe that most people with high speed
internet access have come to expect.
