I double checked all permissions, and even logged into save mode as local admin and changed all permissions on all folders under C so that all users (EVERYONE) could have FULL access, still no dice. I reimaged the system and removed a couple policies, apparently the custom Firefox policy I had created was interfering with the one to deny full access to SVCHOST. I deleted both and all policies are working now except one. Google Chome, I have a policy to deny access to the installer and the actual browser CHROME.EXE So when a user would try to either run or install chrome it would disallow it. This was working last week, and I applied it to a test machine once again and it is not working at all, no ideas, I am going to delete and recreate it to see if it will work then, but its odd as of now.
