We've had the Verizon-versus-Comcast debate several times on this list. I have Verizon service for voice and data and have no complaints. Many others here use Comcast, also with good results. On the other hand there are list members who have had bad luck with both.
The only concern I would have with Comcast would be a prolonged power outage and how that might affect phone service. I can think of several power outages in the Maryland suburbs that lasted multiple days. But if your friend has a cell phone and a car adapter to keep the cell charged off the automobile it should be possible to survive just fine using the all Comcast solution. There's no real technical advantage to either Comcast or Verizon -- just be aware that the low, bundled rate is probably for a limited time. Comcast sent me one of their post cards advertising voice, video and data for $99 but the small print says prices are only good for the first year.
