I use Google's PicassaWeb for sharing my home video bits taken with my
point and shoot.
Google's PicassaWeb uploader tool (which I think must convert my .avi
files to Flash) won't accept any video upload bigger than 100mb. (See:
Google's Web Video Technical Requirements pasted below...). I
occasionally take .avi videos that end up being around 150mb ... thus my
search for a way to compress or split them and my recent post.
I have now started reading up on web related video and started to
experiment with editing/ splitting my video bits in Windows Movie Maker
and I see that it is a deep subject and that many conversion/ output
paths end up with crappy quality or no sound web videos.
Windows Movie Maker program... which gives you a choice of numerous
outputs (many of which are its .wmv format which end up being a lot
smaller than 100mb) but I'm not sure it would be the optimal choice for
me. (Saving a 130mb .avi as a "high quality video" results in a 34mb
.wmv file, saving the same as a 340 mbs .wmv video "for the web"
requires that your output file go directly to one of the MS video web
partners: Neptune or MDEO. the same saved as a 340mbs Broadband/ Cable
.wmf ends up on the desktop at 3.4mb).
I don't know but I suspect, I don't want to be converting to .wmv for
upload to Google... I would guess that I would be delivering a video to
Google with an unnecessary loss in quality... In any case, I would
think I should deliver my video file to Google in as a size as close to
100mb as possible without exceeding it
I'm sure google has put some thought and tech into converting different
uploads into their streaming format and when I am up uploading original
avi files smaller than 100mb,.I don't think have to worry about the issue.
When I start with larger than 100mb .avi files however, I would like to
learn I should best deal with that so as to optimize the video quality
that end's up on Google
Can anyone, who has been through this already, suggest the best output
file format & video specs or video editing tool I would best use for
this purpose?

Google's Web Video Technical Requirements:
- We accept many popular formats, such as .avi, .asf, .mov (QuickTime),
Windows Media and .mpg formats. Also, .avi, .asf, .mov, .wmv, .mpg,
.mpeg, and .mp4 are all acceptable file extensions. Please note that we
currently do not accept Flash files or Real Media Video files. Specific
video codecs that we accept include H.264, H.263, MPEG 1/2/4 and motion
JPEG.
- The video must contain recognizable video content (video container
files that do not contain video will not be accepted).
- The frame rate should be above 12 frames per second.
- The bitrate should be above 260 Kbps.
- File size should be no larger than 100MB

I read that youtube is starting to provide tools for video editing and I
think I read that it would automatically segment a video. Can't remember
where I read this.
