Important note: I am NOT an expert!! If you want official Microsoft support, try using Microsoft Update (from Internet Explorer) and go to the support options. Report any error messages/codes you can find. Support for Windows Update installation problems is (I believe) free of charge. There is also a lot of information on the web and in various news groups.

If you want to try it yourself, well, here's the outline of steps that worked for me. I will send details offlist - use at your own risk. Maybe someone else can post a simpler way to fix these problems.

First, just in case, make a complete backup of your system. You might also want to perform disk error checking and disk cleanup, too.

Outline of steps to resolve problems with Security Update for Microsoft .NET Framework, Version 1.1 Service Pack 1 (KB928366) - UNOFFICIAL!!
1. Download and install Microsoft Windows Installer CleanUp utility.
2. Use it to remove .NET Framework 1.1, then restart.
3. Download and install
  - Microsoft .NET Framework Version 1.1 Redistributable Package
  - Microsoft .NET Framework 1.1 Service Pack 1
<http://download.microsoft.com/download/8/b/4/8b4addd8-e957-4dea-bdb8-c4e00af5b94b/NDP1.1sp1-KB867460-X86.exe> - Security Update for Microsoft .NET Framework, Version 1.1 Service Pack 1 (KB928366)
4. Check by running Microsoft Update again.

If problems remain after that with updating .Net Framework Version 2.0, you may have to use the Installer CleanUp utility to remove it (Version 2.0), and then download and install:

  - Microsoft .NET Framework Version 2.0 Redistributable Package (x86):

What is the upgrade? There have been problems with .Net updates on some systems - these are solvable but a little painful. In the meantime, when you choose shutdown from the start button, you might see an option (in small print) to click on to shut down without installing pending updates.
