You can take it to a Genius Bar if you have an Apple
store near where you live, or you can take it to a Mac dealer.
I have no clue where you live, but if convenient to
Rockville, MD, you can bring it to the Washington
Apple Pi Clinic on any Tuesday evening from 7PM
to 9PM they can diagnose it for a small donation.
THE VARIABLES are AC power source, AC adapter,
the battery, there are also some charging circuits
in the laptop.
I am guessing that the battery is bad.
One way to prove that, is to remove the battery, plug in the AC
power adapter (brick) if it runs, then the battery has gone bad.

Mine will not start if the battery is installed but completely run
down. It will run if the dead battery is removed. And the light is
green when running without the battery installed.
