Why would my ISP specifically limit my allowable time on

Hysterical sysadmins know the name "YouTube." It is a common target.
I have just spoken with a tech at my ISP, one who I have conversed
with in the past and who recognizes me. He flatly assures me that they
are not throttling bandwidth in any way, shape or form, and further
states that with their dial-up customers, the few they actually have in
comparison to broadband subscribers, to do so would not even make a
dent in their bandwidth.
I have to take him at his word, especially since he was quite willing
to delve into the situation with me and indicated no desire to quickly
get rid of me. He queried me at length about any similar experiences
from other content providers that I may have, and I, of course, told
him there were none. He said, as I feel, that Youtube could well have
reasons to institute a time limit for viewing a given video, a point I
have assumed to be true from the outset of the surfacing of this issue.
So, given the fact that my ISP appeared to be up front in their
response to my query, and also gave me a very good reason why it would
not behoove them to throttle bandwidth, especially to their dial-up
customers, coupled with the fact that I cannot get either Youtube or
Google to respond to any of my various queries to them on this subject,
I am left to assume that this is a new policy that they are not anxious
to discuss or admit to for reasons that are obvious to me.
