I think that there are two components to this issue. One component is whether or not the RIAA is actually going to go after folks who make for themselves a "fair use" copy of a legally obtained CD. The other component is the apparent view taken by RIAA that even a personal copy is a violation. It seems to be boiling down to whether or not RIAA is going to initiate legal actions based upon its beliefs about copyright violations. I think that history has demonstrated that RIAA is quite obtuse about what constitutes a copyright violation. Years ago, they even wanted a "tax" placed upon blank cassette sales, and for that "tax" to be paid to them as compensation for the 'piracy' that they said would be taking place because of cassette technology.
