Loose data or power cable?  If the motherboard and data cable support "cable 
select" (CS), then both drives should be jumpered CS.  If not, then they should 
be jumpered 1) master, and 2) slave.  If the first drive was jumpered "single", 
then you would have to change it to "master".  With Western Digital drives, 
"single" is generally no jumper, or with the jumper "parked" (jumper is 
horizontal, across two pins on the ground side).

Some brands/models of drives are just incompatible.  

Make sure that the bios is changed to change recognition of the second drive 
from "none" to "autodetect" (or similar wording).  When no drive is present, 
its position is generally set to "none" in order to speed up the boot process, 
i.e., there is no wait for a drive to initialize when the bios says "none."

You said it is not a new drive.  If it has a partition that Windows doesn't 
understand, it won't show up in "My computer."  What does disk management show? 
 (run diskmgmt.msc)
