I might be mistaken, but that is not necessarily true, my Seagate 500GB SATA 300 drive has a jumper that you can put across two pins to make it recognized as a SATA 1.5 GB/Sec . This might be what he's talking about. Anyone else jump in on this to tell me if I'm correct.

Loose data or power cable?  If the motherboard and data cable support
"cable select" (CS), then both drives should be jumpered CS.  If not,
then they should be jumpered 1) master, and 2) slave.  If the first
drive was jumpered "single", then you would have to change it to
"master".  With Western Digital drives, "single" is generally no
jumper, or with the jumper "parked" (jumper is horizontal, across two
pins on the ground side).
