You have to evaluate the risk of someone running the program.

I regularly delete old software found by Secunia from my HD backups.
Depends on what it is, of course.  If I delete an old version of Flash or
Adobe PDF Reader, I know there won't be any problem downloading and
installing the latest version.  Then, if I reinstall something from a
backup, I minimize the security impact of the old software.
