No. It mostly depends on how heavily they load the server. If they put 1000s of virtual sites on one server it will be slow. If they put 100s on the same server it will be faster. Note that none of these hosting services tells you how heavily the server will be loaded nor do the make any QoS promises. My experience with 1&1 is that the scripts I have there run fast.
