If you go to Verizon's web site and click on the "Terms and Conditions" link you will see in several places that the terms require "Verizon voice service." So refusing to give you a better deal due to your dry line would be consistent behavior. So what leverage do you have? Is the only thing you get from Verizon the DSL? Have you checked on alternative providers (e.g. at BroadbandReports). Will any of them give you a better deal?
