According to user comments on VersionTracker, adblock 3.2
works just fine with Safari 3.1.
I don't know myself, as I use Google's adsubtract css stylesheet,

It does a great job clearing out ads without messing up
anything else. Works in Firefox, too.
That other stuff may be features for some, but they feel
like clutter to me.

Starting with the first item on your list. Have you tried
Delicious2Safari or Safarilicious?
PithHelmet does many of the things NoScript does.
Etc. etc.
