Dialup would explain the need for a longer time to download a page. The
link was for MS's explanation of how to change the timeout on IE from
the default of 30 seconds by editing the registry. Unfortunately, I
would suspect that web page programmers are not designing their webpages
for downloads over dialup. Open DNS might improve your initial
connection speed but I don't know whether it will be helpful enough for
your 30 second timeout. Other, more knowledgeable posters should weigh
in on that.

Yes I do have a dialup connection. Haven't looked at your link yet-guessing
that explains openDNS
