Cox cable provides my broadband with good speeds (right now it's 15Mb
down, 2Mb up), but still has poor quality of service using visualware's
analysis. This is evidenced by the fact that it is next to impossible to
watch any streaming video or use VOIP without interruption. Speed is
fine but consistency would be better.

This is what is going on with Cox here, major speed upgrades for no cost.
The implementation of the new Docsis 2 will push cable connections even
faster.

Yes, they typically are.
The last I heard of my Comcast service, it was 6 mbs down, 768 kbs up.
Basically, my throughput has seemingly doubled.
