Is there a website that allows local car repair shops to
be rated and reported on? angieslist.com has reports on
home service (contractors?), anything similar for
mechanics?

The places listed on there that I've dealt with all seem to accord with
the ratings given by others. Of course, no guarantee of accuracy but it
is a source.
