Here's a NYT article: Windows Could Use a Rush of Fresh Air

It argues that Windows is hampered by two decades of accumulated
cruft and that Microsoft ought to do a complete rewrite that gets
rid of all of the legacy stuff, but that they are likely to wait until
they
get really desperate before they do so. Here is a quote that supports

Mike said about developers going crazy over the thought of a
complete windows rewrite:
Will it <the next Windows> be a top-to-bottom rewrite? Last week,
Bill Veghte, a Microsoft senior vice president, sent a letter to
customers
reassuring them there would be minimal changes to Windows’ essential
code. “Our approach with Windows 7,” he wrote, “is to build off the
same core architecture as Windows Vista so the investments you
and our partners have made in Windows Vista will continue to pay off
with Windows 7.”
