Yes, this trick can work, but there's an elephant in the room. i.e., Why didn't the person have all the important data on the drive backed up so they didn't *have* to go to the ridiculous extreme of freezing the drive?
Actually, there's probably a second elephant too. When a drive won't spin up, you can usually get it to by a) waiting a bit or b) smacking it with a screwdriver a few times.
