I am not a Texas legislator, nor do I know a great deal of what is required (and obligated) of PIs, but I can suspect the following: With the increasing ammount of personal and sensitive data on the computers that these people will be asked to work on, they will be required to know how to handle said sensitive data. A licensed PI might be trained in proper ways to handle it, as well as to have special recognition in the law (and in court!) to having to reveal this information (or being able, legally, to keep this information confidential).
