If Comcast is a regulated public utility and you pay your bills do they really have the right to cut off your service for any other reason? Can the power company shut you off for using too much electricity? Even if you don't pay your bill they have to go through a long process before cutting you off. I guess the water company could fine you if you use too much during a drought, but I doubt they would be able to shut you off even then.
