There are two different power supplies we are talking about.
The one attached to the external harddrive and the one attached to your motherboard (Computer)
I am doubtful that the external harddrive is faulty but it is a real possibility.
I can guarantee you that the internal power supply (Dell computer) is probably minimal at best.
You can go to the big box store and tell them it is faulty and maybe get your money back. (I doubt they have the skills nor knowledge to check out the voltage being put out)
But it is something you will want to look at upgrading on the computer (Power supply)
