Adobe Photoshop Album starter Edition was basically rolled into Elements. You can still download 3.2 from Adobe. Album starter does look pretty good, multiple tags for each picture, ability to search multiple tags, this feature doesn't seem to exist on picasa and is needed. Good tip, Elements was where I was headed.
