Very often ISP's send out install disks with their stuff. 9 times
out of ten all it does is rebrand IE and send them to the ISP's
customer home page. It might also add a few tweaks for Outlook etc.
I have two from both local ISP's, Centurytel and Charter. I specify
my own home page and all is well with the world.
