I'm not aware of a way to do that. There are ways to turn off the often
annoying notification balloons from the system tray (on the right), but I
haven't seen anything about the ones you're referring to.

Incidentally, if you're planning on moving to Windows 7 when it comes out,
this probably won't be an issue for you because the taskbar is very
different.
