I have seen conflicting answers on rules storage, but rules should be part of the .pst file. Mailing lists, if you're talking about distribution lists, would be part of the contacts in the .pst. The .pab (personal address book) file hasn't been used since Outlook 97/98.
If you are nervous about losing rules, you can backup rules to a separate file and re-import them: Outlook 2003 and Outlook 2007 Tools-> Rules and Alerts.-> Options-> Export Rules. Previous versions of Outlook Tools-> Rules Wizard.-> Options.-> Export Rules. One other note about pst files: prior to Outlook 2003, pst files had a hard limit of just under 2 GB. If you hit that limit, it's difficult to manage getting it smaller without losing data. You can create a new pst file in Outlook 2003/2007 and then import your old pst file into it, which will remove the limit.
