Facial-recognition has a mapping aspect and it can't wrap around
open-vs.-closed mouth head topographies.  IMHO, the technology is not
mature enough to be deployed by government-citizen applications, such as
Virginia's driver's license program.  If it helps anyone, you should be
able to smile a little-bit (closed-mouth, though).  Government seems
especially vulnerable to immature technologies, in my experience.
