I hired a local attorney who did it for $200. He filled in a form on his computer screen and it spit out the papers. He filed with DC. He gave me a stock certificate. He gave me a 10 minute lecture on the things I had to do every year to keep the incorporation valid. He told me I needed a registered agent in DC because I was not a DC resident and pointed me to a company that did that for a small fee. Doing it myself would have taken many hours and I would always have to worry that I missed something important. All in all it was $200 well spent. Today he probably charges more like $500 for the service, but still worth it.
