I'm not sure that metering is really a response to excessive demand. I note for example that the cost for things like texting is far exceeded by the charges made for a text message. I also wonder whether someone with Fios for example is really costing more if that individual downloads only three emails a day and surfs once a week to the Washington Post versus someone who downloads movies from Netflix or some similar entity. I note that Electric Companies and Gas Companies have minimum charges even though they deliver metered products.
