Maybe. Maybe not. Fraud, be it occurring on-line or not, has always been a funding conduit for all sorts of criminal operations. Is it likely that the internet has become a major playground for fraudsters? Can you spell NIGERIA? Of course it has! How did Bernie Madoff use the internet? Duh!!!
