The iPad is, to the best of my knowledge, lacking in stylus support.
I have read that this pretty much rules out the device for drawing
purposes. Perhaps the use of the tablet as a platform for such
artistic use was never on the radar at Apple.

YES, you CAN do that on an iPhone/Touch. iPad too? Probably. Don't need a stylus. I'd lose a stylus, and don't plan to lose my fingers any time soon.

Maybe no stylus support, but you can do multitouch fingerpainting on an iPhone/Touch, free app, http://www.mike-tedesco.com/apps/ -- not just for 4-year-olds either. When you're done with a painting, take a screenshot to save it, then shake to clear the screen for a new picture! I've seen artists create some beautiful pictures with apps like this.

The Brushes app has been used for more than one New Yorker cover, http://www.newyorker.com/online/blogs/tny/2009/05/jorge-colombo-iphone-cover.html, http://www.jorgecolombo.com/drawings/index.htm.
