That is an ignorant remark. DC does many things very well. For example
their IT head was just tapped as the Fed's CTO and is doing a
tremendous job. There are many such examples. DC is in a very tough
situation. Much of its potential tax base is exempt. Congress even
prohibits DC from having a payroll tax on the people who work here.
Due to the history of the place it has a large poor population. This
high-need, low-resource situation makes it hard to govern.
Congressional meddling, especially when Repubs are in control makes it
tougher.
