It is not. Emacs used *-*-winnt4.0 to designate MSVC until support for
the MSVC build was removed as a whole, some time in the 2010s.
You just said it is a defunct attempt --- emacs gave up on that! If
anyone else is still using `winnt` we'll here about it if we do a
deprecation.
