unless you hit a home router that is UDP-only as well and doesn't forwards TCP on port 53. These exists as well. Stop this non-sense bashing please. I already mentioned to you that we have more advanced plans with the DNS proxy code than just DNS proxy. No matter what, we have to make EDNS0 and DNS over TCP work properly. There is no other option here. Both are clearly needed to serve all requests properly.
