The default route attribution is almost orthogonal to the service state, so I
find the default route mention here a bit confusing. Could you please remove
that statement ?
Yeah, done. I think that description was copied from overview-api.txt
though. I might take another look to make sure that's consistent: this
patch was just to make service-api.txt mostly match reality.
