Re-reading your message, I am understanding that this is actually just an oFono
bug i.e. CDMA modems should automatically be set online when powered.  This way
we see the CDMA CM and create the device without having to manually set the
modem online first.  Right?

If so, I'll look at fixing oFono instead and leave the ConnMan plugin alone.
