ConnMan should not need to do any of the above steps. ConnMan should
only indicate that the best channel in the frequency range is to be
used.

wpa_supplicant is the one that should do all this, it has all the data
so one might think it'd somehow be equipped to do the selection. There
was some initial work on Advanced Channel Selection in wpa_supplicant,
last time we looked it wasn't really good enough. Mostly because it was
relying a little bit too much on detailed driver support and didn't have
a decent fallback mechanism for other cards which didn't have those
driver/firmware details supported. But that was some time ago, perhaps
someone has been enhancing this feature since then.
