ConnMan supports a minimalistic wifi AP through the feature called Tethering (of course via wifi), where you can share a connection through wifi (but you can do it with other technologies as well). Note that you cannot configure anything like the sub-network, the dhcp server etc... all this is handled automatically by ConnMan.
