ConnMan supports a minimalistic wifi AP through the feature called 
Tethering (of course via wifi), where you can share a connection through 
wifi  (but you can do it with other technologies as well).
Note that you cannot configure anything like the sub-network, the dhcp 
server etc... all this is handled automatically by ConnMan. If you want 
a full-featured and configurable AP,
you would have to stick with something like opedwrt.

doc/ directory in connman tree should be enough

To start to tether through wifi just run ./connmanctl then tether wifi on
