Hi Jukka, I've applied the patch to version 1.28 and it did not make any difference. Rebooting the AP forces to either remove the wifi_xxxx_ folder or to re-enter the credentials.
The good point is that following the steps I detailed the issue is easily reproducible. Unfortunately I'm not familiar with connman source code, but if someone could give me some advice to where to look I'd try to gain more insights.. I checked the ConnMan code and it looks like that patch should fix the issue you are seeing.
