Also I never tried OpenWRT,
but buildroot and yocto have recipes for ConnMan,
and are able to generate images which fits your ressources requirements.
If you don't want to integrate packages yourself, that's may be a way to go,
there is other solution than choosing between openwrt and debian.
But that's not the subject of this mailing list.

E.g. using some tools like Isar or Deby to cut down an Debian image,
check for example:
