I've tried to tell this several times how things works together. ConnMan is NOT in charge for scanning for networks when iwd is used. From ConnMan's point of view, it just decides which network to connect to when the list of available networks changes. If iwd doesn't updates the SSID list, nothing will change. As iwd has the awful job to hide all the WiFi firmware nastiness (and belive me every single hardware/firmware is more or less buggy) you need to look at the driver/firmware side. I've have no idea why the scanning code in iwd behaves differently when system-networkd is used. The main difference is that ConnMan disables the AutoConnect of iwd. So the question is why disabling AutoConnect influences the scanning results.
