Unfortunately, wpa_supplicant has a bit of track history of breaking for
ConnMan due to more or less subtile D-Bus changes (API and behavior). So
I am not really surprised that you have to touch wpa_supplicant to get
it working.

This is why I recommend to use iwd if possible.

I'm testing the snap version of connman in ubuntu core18. I have already sent
a patch for wpa supplicant in ubuntu package. Problem is that people
should run unit
test on packing before upload for linux distribution.

BTW, is there anything in roadmap to improve connman to give fine
grained enable/disable by
interfaces?

There is no roadmap. Just a few ideas how the API could be extended to
support per device modes, e.g. one in STA mode the other in AP mode. The
main problem is we can't break existing D-Bus API.

The idea I had is to use the same approach as in oFono with the D-Bus
APIs where under the same D-Bus path are several different
interfaces. Well in any case it's a major work and no one has opted to
work on it so far.
