I'm an American conservator originally from South America (Argentina). I/We think that this disaster can happen again in any country (in the Southern region of Puerto Rico) due to lack of funds and not enough training(s) of staff to mitigate damages and emergency preparedness. There was not enough water in this fire response in the National Museum of Brazil that consumed the whole museum's collection. I teach courses on disaster risk reduction in many countries in Latin America and the Caribbean Islands, published articles and have been working on this topic for at least a decade now. The information below from 2018 is mainly to highlight the many publications on this topic (e.g. in articles in newspapers, magazines, TV news, etc.) and is a brief summary of this catastrophic event in Brazil. To me and many colleagues, it is very relevant to address these problems, for anyone that is interested in disasters and specially this one in Rio.
