Lazy consensus says we make this change (and merge the PR) at 1000 GMT

Just to give a perspective of how new suggested time will look in
reality in the time zones we have contributors of ADB.
India Time: 3:30 PM
Brno Time: 11:00 AM
Chicago Time : 5:00 AM
New York/Boston Time: 6:00AM
Canada Time: 6:00 AM
The suggested time is not feasible for users from US , Canada. So a -1
from me for the new timing.

P:S: I somehow initially though the new suggested time is 1:00 PM UTC .
So did not send this mail earlier
During the meeting today at 1000 GMT you said that any further changes
should be via the same process. Therefore, are you proposing to revert
this change and return to 1500 GMT or are you proposing 1300 GMT or what?
